This is a  lovely navy blue devore dress.  The background fabric is  sheer chiffon and the pattern is sparkly velvet . As you can see the pattern of the velvet is very pretty . 

The label is Windsmoor,  which was a reputable manufacturer and im guessing the dress is late 80s , early 90s . 

It measures 38 bust 32 waist 39 hips and at some point it has been altered to that size from bigger  by a home dressmaker  , but the alterations are irreversible.  For talking sake I'm going to call it a 12 but its a bit bigger , inbetween 12 and 14 

It measures 56 inches from shoulder to hem but again has had a shoulder lift alteration, this time it's a reversible fix so could be made a bit longer if you are tall . All things considered its pretty and cute and got a lot of wears left in it as its in good condition.
